Where Venture Thrives: Unlocking the Factors Behind High-Performance Startup Ecosystems

What does it take to create a thriving venture capital ecosystem—where under-resourced founders can reliably access funding and scale high-growth companies?  

This workshop shares new findings from the Nasdaq Entrepreneurial Center’s 2025 Venture Equity Project, highlighting top-performing MSAs (Metropolitan Statistical Areas) where smart infrastructure, capital access, founder support systems, education, and policy are converging to drive measurable results for under-resourced, venture-aspiring entrepreneurs.  

The session will focus on cities beyond the traditional VC hubs, examining how place-based variables, such as venture activity per capita, local procurement strategies, talent density, and founder-facing policies, are expanding opportunities for those historically excluded from venture funding. Through interactive, small-group exercises, participants will apply a research-backed framework to their own communities, identifying underleveraged assets, refining local strategies, and building stronger pathways for fundraising, investment, and long-term growth.

Beto Yarce

Beto Yarce is the director of the Seattle Office of Economic Development. His experience includes many years as a business executive, entrepreneur, and nonprofit leader dedicated to advancing economic equity and entrepreneurship. Fluent in English and Spanish, he has over 15 years of experience driving growth and impact across business, nonprofit, and public sectors. Appointed by President Joe Biden as Regional Administrator for the U.S. Small Business Administration (SBA) Region 10, Beto was responsible for supporting more than 1.3 million small businesses through expanded access to capital, counseling, and federal contracting opportunities. Additionally, he previously served as Executive Director of Ventures in Seattle, where he led the organization’s turnaround and expansion. His career reflects a lifelong commitment to empowering communities, strengthening small businesses, and building inclusive economic opportunities.

Earl Valencia

Earl Valencia is co-author of the book Startup Mindsets, published by Penguin Randomhouse. He is a venture-backed fintech founder and investor with tech leadership experience at Microsoft, Bridgewater Associates, Charles Schwab, and Cisco. Appointed to the Philippines' National Innovation Council, he also co-founded IdeaSpace and QBO. A World Economic Forum Young Global Leader, Earl holds degrees from Boston University (Summa Cum Laude), Cornell, and Stanford.
